Add flour and salt into a bowl and pour warm water gradually and make a semi soft dough.
Let it rest for half an hour.
To make chilli oil:
Add all ingredients except sesame oil in a bowl.
Heat the oil and pour it onto the ingredients.
It will sizzle and chilli oil is ready.
To assemble:
Roll the dough until it is paper thin and cut into squares or rounds.
Add filling in middle and close the dough by gathering the sides and closing it like a pouch.
To cook dumplings:
Steam the dumplings for about 15 minutes.
Add little oil in a pan and on high flame add the the steamed dumplings into it. POur a tbsp of water and close the lid and let it fry on high flame until the bottom turns crispy.
